Police have arrested and charged a 19-year-old man in connection to a northwest Austin murder on Dec. 29.

APD said Mosses Augustine Howell has been charged in the shooting death of Anthony E. Brown, 26. Police were called to a home along Quinn Trail near McNeil Drive and Parmer Lane for a report of shots fired around 1:30 a.m. Dec. 29. Responding officers found an individual performing CPR on Brown and took over until Austin-Travis County EMS transported Brown to St. David's Round Rock Medical Center, where he was pronounced deceased at 2:15 a.m.

According to the arrest affidavit, the woman who called 911 told police two men were supposed to come to the home to buy three ounces of marijuana for $600. She said Brown stepped outside to speak with the men and heard a gunshot before Brown came back into the home and asked her to call 911.

The affidavit states Brown exchanged text messages and received a 30-second phone call from an unknown number - later discovered to be Howell's - shortly before the shooting. Howell's former girlfriend told investigators that Howell told her he could not be in Austin because he had shot someone during an attempted robbery.

Police charged Howell with murder and turned the warrant over to the Lone Star Fugitive Task Force, who located and arrested Howell. APD said the investigation is ongoing and more information will be released, adding more arrests are expected.

Howell was booked into the Travis County Jail on Jan. 3 on a murder charge. Bond is set at $150,000.
