Dashcam video shows APD officer belittling woman in wheelchair

AUSTIN -- KVUE obtained dashcam video of an Austin police officer's mistreatment of a homeless woman in a wheelchair.

It's this video that led to Officer Mark Lytle's 10-day unpaid suspension after he belittled a woman in a wheelchair living under a North Austin bridge in Dec. 2014.

The video, which lasted nearly eight minutes, shows that Lytle used rude and deprecating language toward the woman and violated department policies while detaining her for violating a city camping ordinance.

The incident happened in December under the U.S. Route 183 overpass at Ohlen Road. Lytle was investigating activity at a homeless camp when he began talking to a woman who uses a wheelchair.

Lytle is the same officer whose recorded conversations went viral six months ago, embarrassing APD. In the recording, Lytle and a fellow officer joked about ignoring crimes and said that nobody could "un-rape" a woman.

It's unclear what warrants were issued against the woman. Police discovered Lytle's conduct after a member of the public recently asked for the video.

In addition to his unpaid suspension, APD reassigned Lytle to the Austin Resource Center for the Homeless in downtown Austin.
