A woman is accused of handcuffing her daughter to a clothing rack in a closet before disciplining her with a belt, an affidavit revealed Wednesday.
Kenata Quinton, 34, was arrested Tuesday, April 11 and charged with injury to a child younger than 14.
According to an arrest affidavit, neighbors of Quinton called the police and reported a physical disturbance at the home on the 27032 block of South Bagdad Road at 9:45 p.m.
The anonymous caller told police that he or she could hear loud screaming and thumping coming from the apartment.
When police arrived at the scene, the child told police that her mother was disciplining her for an event that happened at school.
The child said Quinton put stainless steel handcuffs around her wrists and attached them to a metal rack partition in a closet. At one point, the metal rack fell off while the child was enclosed, the affidavit said.
When Quinton saw the rack on the ground, the affidavit states she angrily grabbed a dress belt and began striking her daughter while she was still handcuffed to the partition.
The child told police that she threw her hands up in pain, and the rack struck her on the lip, causing it to swell and bleed.
Quinton admitted to police that she handcuffed her child in the closet, but stated she removed the cuffs before striking her with a belt. She also told police she was unaware how her child's lip became injured.
Quinton's bond is set at $20,000.
