Coworkers identify woman killed in Llano after major flooding

Officials said the morning following huge flooding that a woman's body was found near the Llano River.

LLANO, Texas — After major flooding hit Llano, a woman's body was found near the Llano River, officials confirmed Oct. 17.

The victim has been identified by coworkers as 59-year-old Rebecca Biddy. They said Biddy was one of the care takers for many of the elderly people at the Llano Rehabilitation and Nursing Center.

"She was part of our team. It's a piece of us that is gone since we won't ever get her back," said Pilar Rosales, one of Biddy's coworkers.

"We were all on our way to work but she was trying to get here earlier then we did," Rosales explained. "She didn't see the water over the road and it cost her her life."

The woman's body was found at Flag Street and Sandstone Street, officials said the morning following the flooding. They said this is the first fatality to result from flooding in Llano.

"As the water receded, they located her car. It had been under water all day," said Nikki Palacio, nurse director for the nursing home.

During a press conference Wednesday afternoon, officials said the woman's family has been notified, but they did not identify her because her death is still being investigated.

"We need to take a step back and realize that our lives are very important," she said. "Never take a chance or go around the barricades. It's just not worth it."

Biddy was a mother, grandmother and a friend. Coworkers said her motherly values reflected on the people she cared for the most.

"Without even asking for anything in return, she would do it from the kindness of her heart and help people," Rosales explained. "We're going to miss her especially the way she cared for these elderly people."

Coworkers said this is a reminder on the importance of turning around if you see water on the road, so another incident like this doesn't happen again.

Mass evacuations were prompted in multiple Central Texas cities after a major flooding event on the Llano River Oct. 16.

Burnet County officials said Tuesday that a body was found on the east bank of the Colorado River and Lake LBJ between Kingsland and Highland Haven. According to Kimble County Sheriff Hilario Cantu, scientific testing on the body is underway. They believe the body might be Charlotte Moye, who was reported missing during the previous Junction floodings.
