Shortly after sunrise, several people called the Harris County Sheriff's Department to report a skydiver had gotten tangled up on a billboard. It took about 30 minutes before emergency crews realized it was a dummy. The billboard promotes a local strip club called "D.B. Cooper's Mansion." Back in 1971, a man named D.B. Cooper threatened to blow up a jetliner and was given $200,000. He parachuted from the plane over the Pacific Northwest and was never seen again.
