PLAQUEMINES PARISH, Louisiana -- Parts of Louisiana are under a State of Emergency after two straight days of heavy rain.
Large swaths of the state are under water, and in Plaquemines Parish the storms unleashed a tornado.
Surveillance cameras captured the twister as it edged toward a chemical factory. Luckily it didn't do major damage.
