HARBIN, China -- People may be taking down their holiday lights after Christmas, but on the other side of the world a massive operation is underway to put up holiday lights.

China's northeastern city of Harbin has finished the preparations for its annual Ice and Snow Festival.

The one-month-long festival will officially begin on Jan. 5, but many exhibits are open now for a test run.

Harbin is best known as "Ice City" because the city's average January temperature is two degrees below zero.
