BEIJING (AP) — A Chinese news report says two private investigators, a Briton and an American, have been arrested in Shanghai on charges of illegally trading in personal information about Chinese citizens.

Tuesday's announcement by the Xinhua News Agency was the first official word on Peter Humphrey and Yu Yingzeng, a married couple who operate ChinaWhys, a private investigation firm in Shanghai. They were detained in July.

Xinhua said reports prepared by their agency included information that infringed the privacy rights of Chinese citizens. ChinaWhys says its services for corporate clients include screening potential employees or business partners.

The communist Beijing government operates an extensive surveillance network to track China's public but is tightening controls on access to personal information by companies and individuals.
