Videotape seized in child sex assault investigation
09:10 PM CDT on Tuesday, May 27, 2008
Austin police are searching for other possible victims of a man accused of sexually assaulting an 8-year-old in Northwest Austin.
Billy Dan Carroll was arrested Sunday on a charge of sexual assault of a child.
Police are now trying to identify victims from videotape seized from his home. Carroll is a volunteer with CASA -- a group appointed by the courts to help children who are abused or neglected.
Police have formally charged him with one case of abuse ``but detectives say they have videotaped evidence of other victims.
An arrest affidavit says she told investigators Carroll wanted to play a game with her -- then blindfolded her and locked her in a bathroom with him. She said Carroll then assaulted her.
As police began investigating, they seized videotapes from Carroll's home and now say they believe the girl was one in a series of victims.
Austin Police Sgt. Brian Loyd says victims appear to range from about age 3 to adults. He says the tapes appear to be taken with a hidden camera in Carroll's home.
"I've been doing this 22 years and this is probably the worst case I've seen in 22 years," he said. "It was a lot of different things, with a lot of different children."
He says even the adults appear to be victims.

"I really can't go into why I know or think that, because of the nature of the video and the appearance of the victims in the videos it's a good bet that they are victims," Sgt. Loyd said.
Loyd says the tapes appear to go back to 2006.
"He's from an affluent neighborhood, your best friend, your neighbor, next door type gentlemen, someone you would probably not suspect of committing any of these crimes," he said.
Carroll was booked into the Travis County Jail under $2 million bond -- which is unusually high for someone charged with a single count of aggravated sexual abuse of a child.
CASA has suspended Carroll. A spokesperson says they performed a thorough background check before he was allowed to work with children.
Carroll founded Fredericks-Carroll Reporting and Litigation Services, Inc., a court reporting and litigation support firm based in Austin. The company released a statement Tuesday saying they are shocked by the news of his arrest.
"Our company was certainly not aware of any of the allegations underlying Mr. Carroll's arrest and we condemn any criminal behavior that may have occurred, particularly in light of the fact that the allegation involves a child," said Bill Fredericks, company co-founder and president.
Company officials say they are cooperating with law enforcement.
