Source: Mandatory bike helmet measure fails

The move to require all bicyclists to wear mandatory helmets has apparently failed.
A debate was held at City Hall Wednesday night to discuss the proposed measure. But on Thursday, sources said a majority of City Council members will not support a measure to require bicycle helmets for all ages now, or in the immediate future.
Supporters of mandatory helmets had pushed for the measure saying it's an issue of safety.
Scot Simmons, who appeared before the council Wednesday night, said his sister, Gay, was killed by a hit and run driver while cycling on 360 in April.
"Coming to Austin is a tough trip - so I'm here for the other families. I'm here for the cyclists today to save you from the heartache I feel now," said bike helmet supporter Scot Simmons.
But not everyone agreed with an official mandate for helmet use.
"If you look at the mortality and accident statistics, bicycling per hour is twice as safe as driving. It’s safer than walking. It’s about the safest way to get around," said Patrick Goetz who opposes the mandatory helmets.
Both sides reportedly debated the issue in council chambers late into Thursday night.
But ultimately, sources said the council does not want to move in the direction of requiring bike helmets, but would rather focus on improving education, awareness and increasing bike lanes.
