Legislature considers bill creating animal cruelty register

AUSTIN -- The Texas legislature is considering a bill that would create an animal abuse registry. 

House bill 3747 creates a database containing information about people who have been convicted of offenses involving animal cruelty. Like the sex offender register, the animal abuse registry would require offenders to check in periodically. 
 
The bill was up for public hearing at the Texas Capitol Monday.
