AUSTIN, Texas (AP) -- After a session that went nearly all night, the Texas House has approved transportation funding and new sentencing rules for 17 year-olds convicted of capital murder.

Still, with the 30-day special session ending at midnight Tuesday, lawmakers may yet have to scramble to ensure those clear the Legislature.

Democratic lawmakers used stall tactics to delay a vote on a major abortion bill until after 3 a.m. Monday.

But the majority GOP eventually approved banning abortions after 20 weeks of pregnancy and requiring that all procedures take place in a surgical center.

The bill must clear a final House vote, then win Senate approval.

With that settled, lawmakers made quick work of bills authorizing transportation funding and prison sentences to better conform to a recent U.S. Supreme Court decision.
