Animal advocates say it is cruel, and that laws are not tough enough on cockfighting. They also released new undercover footage from Texas.

More than a month ago, two cockfighting rings were exposed outside Dallas.

Although rooster fighting is a felony, other acts surrounding are not illegal.

John Goodwin of the U.S. Humane Society says it is still not illegal to raise fighting roosters, or to attend a cockfight in Texas. He is concerned the fights can be a gateway to other illegal activity.

"We found prostitutes there," Goodwin said. "We found drug trafficking there. It exists in Texas because of the fact the laws here are deficient. Whereas, all four states that border Texas outlaw the possession of a bird with an intent to fight, that remains legal in Texas."

Cockfighting is now a felony in 39 states.
