NEW YORK (AP) — Vice President Joe Biden says the Boston Marathon bombing proved that acts of terror cannot weaken the U.S.

He says the only way terrorists can win is if Americans yield to their fears or change their way of life in response.

Biden says because terrorists can't defeat the U.S. physically or overthrow the government, they try to take away America's values, such as openness, inclusiveness and access to opportunity. He's pointing to 9/11 and says the U.S. has become more open and diverse since those attacks — not less.

He says the U.S. is suffering loss and is grieving, but is not bending.

He says his message to terrorists is, in his words, "You cannot break us."

Biden spoke at the annual TIME 100 dinner in New York.
