WASHINGTON (AP) — Republicans in Congress don't usually fight for tax increases, especially one that's part of President Barack Obama's health care law.

But GOP senators balked when Democrats proposed delaying a new temporary fee on everyone covered by health insurance.

So employers, insurers and other health plan sponsors will pay the government a $63 fee next year for everyone — spouses and dependents as well as workers — who has private insurance coverage.

In most cases, the fee probably will be passed down to policyholders.

The temporary fee will fund a $25 billion pool. Insurers can tap it as a cushion to help pay bills to doctors and other providers for treating patients with existing medical conditions. The health law requires that these people be insured.
