Man charged with intoxication manslaughter

Police filed intoxication manslaughter charges Monday against the man who they say hit and killed a bicyclist on Loop 360.
Arjun Khanna, 43, Austin, was killed Saturday just before 5 p.m. while riding his bike along the shoulder of Loop 360.
Jeremy Wigley, 27, is in the Travis County jail charged in the crime. Police believe Wigley was under the influence of some type of pain medication at the time of the crash.
Police say the victim in this case was following all the correct bicycle procedures when he was riding on the shoulder of loop 360. He was wearing a helmet.
Khanna died at about 7 p.m. at Brackenridge hospital just a few hours after being hit.
His friends say he was a valued community member and a good man.
He volunteered for the non-profit group SAHELI which helps Asian families dealing with domestic violence issues.
"He's been associated with Saheli for a long time, and from what we know about him, he's been very instrumental as a community member. He really cared about Asians, particularly here in the Central Texas area," said Linda Phan, executive director SAHELI.
Police say Wigley was exhibiting signs of intoxication but his breathalyzer after the accident showed no alcohol.
Drug experts later determined Wigley was under the influence of some type of pain medication.
"It's important for people to realize be intoxicated under a substance other than alcohol. That could be narcotics, drugs or illegal drugs or prescription or non-prescription medication," said Detective Ely Reyes, Austin Police Department.
According to the Texas Department of Criminal Justice, Wigley was on parole at the time of the crash.
He had been serving time for possession with intent to deliver a controlled substance and burglary of a habitation.
Khanna's friends say they are dealing with a great loss - as is the Austin area.
"It's a definite loss to the community," added Phan.
Blood tests results on Wigley are pending.
APD also says bicycle accidents make up less than two percent of crashes in Austin.
Investigators are asking anyone who witnessed the accident to call CrimeStoppers at 472-tips.
