Bars, Police, and artists gear up for New Year's Eve

If you drink and drive this New Year's -- get ready to roll up your sleeve. Saying no to a sobriety test won't be an option Wednesday night.

"We're looking at a 34 foot tall grandfather clock," First Night Austin artist Marrilee Ratcliffe said.

Marille Ratcliffe describes her display at First Night Austin--a celebration of the arts. Hers is really unique.

"You can actually come and attach your new year's resolution to the chain," Ratcliffe said.

When the clock strikes eight New Year's Eve, artists will set it ablaze.

"I'm really impressed by the carpentry. It's really beautiful," park-goer Dan Risse said.

This is a family friendly, alcohol free event, but a few blocks over bars are stocking up.

“We're gearing up with champagne,” East 6th Street Community Association President Bob Woody said.

However you plan to celebrate, Austin police will make sure you get home safely.

"There is no excuse for drinking and driving no excuse for taking a life," Chief Art Acevedo said.

On Monday Chief Art Acevedo announced plans to carry out a “no refusal” effort on New Year's. Any suspected drunk driver who refuses a breath test will have their blood drawn by court order. The last time the policy was carried out was Halloween. Officers took blood from 26 people.

Not everyone likes the policy.

 “It’s definitely an invasion of privacy,” Maureen Dolan-Galviz said.

“People don't have to take a breath test I recommend they don't,” Woody said.

"I will promise you this we will be out in force we will aggressively see you out and use every tool at our disposal to hold you accountable," Acevedo said.
