Warrant-sharing proposal meets opposition at Austin council meeting

You're pulled over on the highway, get a ticket and scrounge up the money to pay the citation. At least that's the way it's supposed to go, but for many Austin drivers finding the money is hard.

"Sometimes you've got the money, sometimes you're just scraping by," said Henry Chestnut, Austin driver.

Now, dealing with the citation may become even more difficult. If a resolution passes at city council, the City of Austin would begin sharing warrant information with the Texas Department of Transportation (TXDOT). That means any driver with a warrant related to a traffic ticket from the city won’t be able to register their vehicle. The resolution was supposed to pass on Thursday but hit opposition.

"They're not violent offenders, they're simply not paying," said Debbie Russell, spokesperson for ACLU.

"That's just more of a deeper hole that you're going to put yourself into,” said Joe Garcia of Austin.

Council members requested to postpone the decision.

"Take it back to judicial subcommittee, make sure that our concerns are addressed," said Mike Martinez, council member.

Martinez says there are still some kinks to work out.

"If someone's spouse or partner is in joint ownership and has an outstanding arrest warrant, the non-offender would still be precluded from registering the vehicle,” said Martinez.

Council Member Sheryl Cole agreed.

"I think that could be a concern especially for our socially or economically disadvantaged," said Cole.

Nearly 75,000 Austin drivers have traffic-related warrants.

The ACLU says most of those drivers probably can't afford their ticket. So the idea to only check if the car is joint-owned and fix that part of the problem isn't enough.

"We need to look at why 11percent of our population is unable to pay fines, and not punish them more," said Russell.

Some Austin drivers say the resolution is fair.

"If they have a ticket they should pay it, I mean every ticket I've got, which is very few, I have paid my tickets," said Steve Cook, Austin driver.
