Homeowner asks for rules to be enforced

A resident of The Hills neighborhood in Lakeway is making noise about a homeowner's association ordinance which he says is not being enforced. Section 9.06 of The Hill's neighborhood charter says sporting equipment such as basketball goals, soccer goals and other equipment are not allowed in the front yard.

But Bill Kirchenbauer says at least 60 to 70 of the 1,000 homes in the neighborhood are breaking the rules.  What has him more upset is the fact that the homeowner's association board is not doing anything about it, at least not anytime soon. "The rule was there for a reason which is to keep the place from looking trashy and I would say like a trailer park, but we called some trailer parks and they won't let you do that... so that would mean the Hills of Lakeway have lower standards that a trailer park" says Kirchenbauer. The Californian who moved to Lakeway 2-years ago says he's seeing more and more basketball goals in the driveways of homes, an eyesore he thinks will bring down property values. Kirchenbauer says at least 30 other homeowners support his views, however most neighbors who we talked to didn't seem to have a problem.

"We have a lot of people here that don't have kids who really don't want trampolines and basketball goals and bicycles but those of us who have kids we want them to go outside and play so kids are going to be kids" says Tammy Cook, a resident of The Hills. Ron McMichael, The Hills board president says the ordinance is a dilemma for the neighborhood because it's been on the books for 20-years but has never been enforced.

The Hills board will take up the issue in November or December.
