3-year-old dies after beating; mother's boyfriend charged

A 3-year-old Williamson County girl who died at Dell Children's Medical Center Wednesday was beaten, police said, and authorities have arrested her mother's boyfriend.

The child is in critical condition after she was rushed to Dell Children's Medical Center early Tuesday morning. She was taken off life support late Wednesday afternoon, according to the Williamson County District Attorney's Office. She had bruises and bite marks on her body, but the explanation behind her injuries didn't add up to authorities so they called in Family Protective Services.

By Tuesday night someone came forward. According to Williamson County court records Timothy Luke Moncebiaz, 27, admitted to detectives that he shook, threw, and even bit the young girl, Angelica Ubillis. Detectives say Moncebiaz was dating the girl's mother. The family lived on the Williamson County line near Lakeline Mall.

"I've just noticed kids playing outside, hanging out. The all always seemed happy," said Kristen Andrews, neighbor.

Family Protective Services says at least three other children lived at the home, too.

According to court papers, Moncebiaz says he also bit and hit the other children.

"It's just kind of a tragedy. I don't know it's kind of sad to see because I work with kids. This was right across the street," said Andrews.

Doctors had said Ubillis would need brain surgery. If she had survived, counselors with the Williamson County Child Advocacy Center said she would probably have had stunted brain growth and delays with her nervous system.

Moncebiaz has been charged with injury to a child which is a first degree felony. He is being held at the Williamson County Jail on a $500,000 bond.

This isn't the first time Moncebiaz has been in trouble with the law.

He's been convicted in charges ranging from assault with bodily injury to marijuana possession and burglary.
