Tattooed man accused of drugging, assaulting 15-year-old

Austin police need your help to find a man accused of drugging a 15-year-old girl and sexually assaulting her. Arthur Ortiz, 29, is charged with sexual assault of a child. Detectives say they recently issued a warrant for his arrest after a test came back that determined the victim was with Xanax before she was assaulted. The teen only knew Ortiz's first name but helped police identify him through a tattoo that read "ATX Capital City." Police keep a database of identifiable markings.
