APD supervisors suspended, demoted over March pepper spray incident

AUSTIN - Two supervisors at the Austin Police Department have been suspended and demoted following a disciplinary review of a March pepper spray incident caught on video.

According to disciplinary memos obtained, Lt. Allen Hicks will serve a 45-day suspension and has been demoted two ranks to corporal/detective. Sgt. Scott Stanfield will serve a 30-day suspension and has been demoted one rank, also to corporal/detective. Neither can appeal.

The moves come from the review of actions taken during South by Southwest, and an internal affairs investigation found they violated APD policies requiring officers to review use-of-force encounters thoroughly and swiftly.
