WILLIAMSON COUNTY, Texas -- The City of Georgetown's human resources director is charged with prostitution.

Austin police arrested James Russell last week during a prostitution sting on South Congress.

An arrest affidavit says russell offered an under-cover officer $20 for sex.

The affidavit also says Russell has prior convictions for prostitution.

Thursday afternoon City Manager Paul Brandenburg released this statement:

Human Resources Director Kevin Russell is on paid administrative leave as of June 11 when the City received notice of his arrest. He will remain on leave pending the outcome of an internal investigation. The City will not comment further until this investigation is completed.
