Skipping the polls | How can Texas improve on a dismal 46 percent voter turnout?

According to the Texas State Historical Association, the last time more than 50% of Texas adults voted in a presidential election was the year 1900. In 2016, just over 46% of voters came out. Is it the government's responsibility to increase such turnout numbers? Or should more Texans take it upon themselves to change the tide of previously dismal voter turnout statistics?
