The abuse of their own is a scenario that shelters try to avoid at all costs. A month ago, however, abuse allegedly happened to a 17-year-old female staying at a temporary children’s shelter in Pflugerville named Angelheart.
According to an affidavit, 40-year-old David Hampton of Round Rock picked the teen up. He allegedly drove her to the Austin Motor Inn along North IH 35, and he allegedly sexually assaulted her before returning her to school.
Charged with a felony and now in police custody, Hampton no longer works at Angelheart. He is being held on a $50,000 bond. The job title he held is still not known.
No one from Angelheart would comment on the matter, and no statement was released Monday.
According to its website, Angelheart is a shelter for children who have suffered through a crisis. As many as 300 arrive each year, and up to 22 stay at a time. They range from infants to 18-year-olds, and many come from neglectful and sometimes dangerous circumstances.
According to the affidavit, Hampton told police he knew that his former employer had a no-sex policy when it came to residents. He also admitted to having sex with his victim.
Family and Protective Services confirmed to KVUE that they are aware of the matter and they are investigating. Records show the department had discovered 42 deficiencies at the facility within the past two years. They included insufficient CPR certification, structural concerns, and not enough random drug testing.
