The Capital Area Metropolitan Planning Organization (CAMPO) Transportation Policy Board voted unanimously to remove the Lone Star Rail project from its 2040 plan Monday night.

CAMPO first moved to remove the district from the 2040 plan in August, after open houses and a public hearing.

Although Commissioner Brigid Shea abstained from the vote and Mayor Steve Adler and Council member Sheri Gallo were absent, the board voted 18-0 to adopted amendments.

The $2 billion Lone Star Rail District would be designed to connect Georgetown and San Antonio, but getting the project on track has not been easy.

The district and Union Pacific agreed in 2010 to study using Union Pacific’s tracks for passengers, and the environmental impact study was awarded in 2013. In February 2016, Union Pacific revoked their agreement, saying in part, “Track alignments and infrastructure requirements for commingling freight and passenger rail are unattainable.”

Although CAMPO has pulled out, TxDOT still has the final say on its future.

"Because the Lone Star Rail project has significantly changed in recent months, the responsible option is for CAMPO, AAMPO [Alamo Area Metropolitan Planning Organization], and TxDOT to work with our local and federal partners to explore all options for improving mobility along I-35 in the Austin and San Antonio regions,”
said Will Conley, CAMPO Transportation Policy Board Chair and Hays County Commissioner.

Mayor Steve Adler said it is still necessary to study mobility between San Antonio and Georgetown, and discussions will continue between TxDOT, AAMPO, LSRD, and UPPR on future steps.
